Seven master plans and seven feasibility studies for the water supply and wastewater system in seven Turkish municipalities form only part of a joint development project that CDM Smith has taken on.
As part of an EU-funded environmental program, we supported the improvement of water and wastewater infrastructure in Turkey.
For several Turkish municipalities, we developed water and wastewater master plans, followed by feasibility studies based on them.
Improving the water management cycle is one of several targets in the operative environmental programme promoting regional development in Turkey. The European Union has provided the funds from the EU Instrument for Pre-Accession Assistance for the programme. The fund supports economic and social development in potential EU membership candidates while raising infrastructure quality to the EU standards in the respective country.
As part of this programme, the aim was to optimise the water supply and wastewater system in seven municipalities in Central Anatolia and the Black Sea region. During the five-year project period, we first developed seven water and wastewater master plans and then prepared seven feasibility studies based on them. In addition to technical and financial aspects, we also considered environmental, legal, and socio-economic factors. On this basis, we prepared the corresponding EU funding applications and conceptual designs for water and wastewater networks as well as for wastewater treatment plants.
The implementation of the seven master plans included preparing construction tenders for water and wastewater systems, including reservoirs, pumping stations, networks, and wastewater treatment plants. In addition, we were responsible for tendering supply contracts for equipment and tools for water utilities. The work was based on the FIDIC Yellow & Red Books – standardised contract templates for international construction projects developed by FIDIC, the International Federation of Consulting Engineers.
The municipalities involved are not located next to one another but scattered throughout the north and centre of the country, which posed a particular challenge. Around 1 million people will be benefitting from the improved water situation in the future.

The Instrument for Pre-Accession Assistance (IPA) is a financial instrument of the European Union aimed at driving reform in potential accession candidates; Turkey will receive €4.5 billion in the period from 2014 to 2020. The funding focuses mainly on establishing institutions and democratisation, socioeconomic and regional development, strengthening human capital and combating discrimination, and rural development.
