Delivering a federally funded signature bridge replacement 

Volusia County is replacing the aging Orange Avenue Bridge over the Halifax River with $46 million signature bridge to improve safety, multimodal access, and hurricane evacuation reliability. The new Tom Staed Veterans Memorial Bridge is a 1,884-foot fixed-span concrete arch bridge designed to accommodate vehicles, bicycles, and pedestrians, while also incorporating a Veterans Memorial Plaza to honor local veterans and provide space for public commemorations.

Maintaining Operations during Demolition  

Oversaw bridge demolition planning and execution while maintaining safe, continuous operations.

Multi-agency permitting coordination  

Coordinated Complex, multi-agency permitting processes with extended approval timelines 

Large-scale structural control  

Managed geotechnical and geometric control challenges for a large-scale with oversized structural components.  

Transportation and quality control  

Oversaw transport, storage, and inspection of precast components under constrained site conditions.

Funded through Florida Department of Transportation’s (FDOT) Local Agency Program (LAP), the project requires strict compliance with federal requirements. Our tram is providing Construction Engineering and Inspection (CEI) services for the bridge and Veterans Memorial Plaza, along with contract compliance support to ensure adherence to LAP funding requirements. Construction began in June 2016 and is expected to complete in February 2019.
