JEA advances water resiliency through integrated reuse planning 

JEA, Florida’s largest community‑owned utility, faced new regulatory requirements under Florida Senate Bill 64, which mandates the elimination of all non‑beneficial surface water discharge by 2032. To meet these requirements while strengthening long‑term water resiliency, JEA advanced its Integrated Water Resources Plan (IWRP). Building on a plan developed in 2021, CDM Smith was selected to help implement an Optimal Plan that balances regulatory compliance, beneficial reuse, and system flexibility. 

Implementing integrated water planning 

CDM Smith is supporting implementation of JEA’s Integrated Water Resources Plan through a potential seven‑year program, with flexibility to expand services over an estimated 10‑year timeframe 

Advancing potable reuse solutions 

The Optimal Plan enables up to 25 mgd of potable reuse through aquifer recharge, helping JEA meet regulatory goals while strengthening sustainable water supply options 

Expanding reclaimed water systems 

The program expands traditional reclaimed water supplies by 10 mgd, increasing beneficial reuse and reducing reliance on non‑beneficial surface water discharge 

Delivering comprehensive program support 

CDM Smith’s scope includes engineering, modeling, pilot testing, permitting, procurement support, recharge well oversight, real estate support, and program management activities 

Once implemented, JEA’s Water Reclamation Project will allow the utility to meet the requirements of Florida Senate Bill 64 while advancing long‑term water resiliency for its community. The program strategically reduces reliance on deep injection wells, prioritizing beneficial reuse through aquifer recharge and reclaimed water expansion. Selected based on a 35‑year relationship and deep understanding of regulatory and stakeholder expectations, CDM Smith is helping position JEA as a leader in meeting Florida’s evolving water regulations. “We have been positioning and ready for this project for a few years. JEA selected CDM Smith to develop a plan that will help them meet the new regulations by the deadline,” said Shayne Wood, Client Service Leader and Vice President.
