Building a smart, resilient utility system 

As Clay County’s population rapidly increased, the existing SCADA setup—limited to reclaimed water—couldn’t support its expanding infrastructure. The Clay County Utility Authority (CCUA) partnered with CDM Smith to develop a 10-year SCADA master plan that enhances integration, improves cybersecurity and delivers long-term system reliability. 

Conducting a comprehensive assessment 

Through interviews, site visits and workshops, CCUA’s current SCADA setup was assessed for technical and operational gaps.

System-wide standardization

The master plan focused on standardizing all systems, introducing long-term data storage and automating reports.

Strengthening cybersecurity measures

Robust protection was built into system design, covering physical access, network segmentation and remote connectivity.

Planning for phased implementation

A strategic roadmap prioritized critical facility upgrades first, balancing cost, schedule and integration for future scalability.

The SCADA master plan’s standardized platforms now deliver consistent performance, improving decision-making and regulatory compliance. By aligning technology investments with sustainable growth, CCUA is building a stronger, more resilient utility to serve its growing community for years to come.
