Hurricane Helene severely impacted Asheville, North Carolina, driving extreme turbidity levels in the Burnett Reservoir and leaving the community without potable water. In response, the USACE Wilmington District selected CDM Smith, in joint venture with Ahtna, to deliver emergency turbidity reduction services. Leveraging long-standing collaboration and rapid response expertise, the team was tasked with restoring water quality quickly through an accelerated, integrated design-build approach under urgent timelines.
The team submitted a proposal within 48 hours, secured notice to proceed the next day, and mobilized crews within three days to begin restoring critical water services for affected communities.
A 25 mgd mobile water treatment system was designed and constructed within just 20 days, enabling a rapid return of safe and reliable drinking water for Asheville residents.
The team adapted dissolved air flotation technology to treat highly turbid reservoir water, improving removal efficiency and enabling effective treatment under extreme post-storm conditions.
Teams operated 24/7 to design, build, and implement the solution, accelerating project delivery and helping restore potable water as quickly as possible.
The project demonstrated the ability to rapidly respond to critical infrastructure challenges following a natural disaster. Through continuous, around-the-clock work, the team helped restore stability to Asheville’s primary water source and support community recovery. The effort was later recognized with two DBIA Southeast Design-Build Team Awards, highlighting both technical excellence and meaningful community impact. “This project was an excellent opportunity to demonstrate our company’s expertise and ability to rapidly respond to support local communities in their time of need,” said client service leader Benjamin Bennett.
