Establish program management systems
CDM Smith set up repeatable strategies, workflows and data management processes that will support future phases of NYC DEP’s LSLR program and long-term compliance
New York City faces the complex challenge of eliminating lead service lines across one of the largest and most diverse urban water systems in the U.S. To advance this effort and align with EPA Lead and Copper Rule Improvements timelines, NYC DEP selected CDM Smith to manage the initial phase of its Lead Service Line Replacement Program. This phase focuses on replacing about 3,500 lead service lines while establishing the strategies, processes and data systems needed to scale the program citywide.

The team provides construction oversight for thousands of lead service line replacements across Bronx, Queens and Brooklyn during the initial phase
Using Trinnex’s leadCAST® platform, CDM Smith supports customer data intake, integrates with construction management and GIS systems, and streamlines operations
Because participation is voluntary, CDM Smith is supporting NYC DEP’s homeowner outreach to drive widespread replacement
Supported by Bipartisan Infrastructure Law (BIL) funding, NYC DEP is providing no-cost lead service line replacements for eligible properties and implementing a citywide plan to accelerate lead line replacement across New York City. The company’s phase one role builds the operational backbone of data, digital tools, construction oversight, and outreach to accelerate removals. As Senior Vice President Tom Schoettle notes, “Our industry leading experience in public outreach, our LSLR program and construction management expertise are all contributing factors to gaining NYC DEP’s full confidence in selecting our firm."
