Securing the Water Supply in the Bavarian District of Roth

For the comprehensive refurbishment and renewal of drinking water facilities, including the pipe networks, CDM Smith is managing the investment plan from planning through to completion.

Six years of support from planning to completion. Ensuring deadlines, costs and quality are met, as well as providing support with financing and public relations.

The Zweckverband Schwarzach Group supplies drinking water to around 19,200 residents. To ensure a high-quality supply in the long term, we assessed the condition of the water supply facilities in 2014. According to the general assessment, a comprehensive refurbishment and renewal of the plant facilities, including the pipe network, is required. The measures will be implemented over several years and divided into various investment and action packages. The first work package, with an investment volume of approximately €13.2 million, includes the complete refurbishment of two water reservoirs and two water treatment plants, as well as pipeline construction measures across several construction phases.

As project manager, we oversaw the investment plan from initial planning through to completion. We ensured that the actual project values matched the planned figures over a six-year period and that all deadlines, costs, and performance targets were consistently met by all parties involved. We continuously monitored project progress based on qualitative and quantitative criteria and implemented necessary adjustments in coordination with our client. Detailed schedules and a comprehensive project manual ensured the successful execution of the overall programme.

As a project controller, we see ourselves as a partner to the customer. We do not manage the project, but design it.

During the preparation phase, we clarified the project’s framework conditions and examined aspects such as eligibility for funding, procurement procedures, and financing options. The resulting investment and implementation plan forms the basis for financing the project. Since the rehabilitation of the drinking water network is funded through fees and supplementary contributions, we also supported our client with public relations activities, for example by participating in public information meetings.
