Lead in Drinking Water

From corrosion control research to an actionable, citywide replacement roadmap 

Chicago faces one of the largest lead service line challenges in the United States, with hundreds of thousands of service lines requiring identification, prioritization and replacement. Since 2018, CDM Smith has served as the City’s key advisor on lead corrosion control and Lead and Copper Rule compliance. The role expanded to include development of a comprehensive lead service line inventory, a phased replacement plan, and direct support for early program implementation, public engagement and funding strategies to advance Phase I and Phase II of the city’s LSLR program. 

Refine and validate service line inventory 

CDM Smith reviewed and refined material records for approximately 500,000 service lines, strengthening data accuracy to support prioritization and regulatory compliance 

Develop phased replacement strategy 

The team created a flexible LSLR prioritization and phasing framework that adapts to funding availability, timelines and equity considerations 

Secure funding for large-scale delivery 

CDM Smith supported financial analysis and applications that helped secure funding through SRF, WIFIA, WIIN and other sources for program implementation 

Lead public outreach and pilot programs

CDM Smith supported working groups, educational materials, and pilot LSLR programs including equity-based, daycare, watermain and leaks/breaks initiatives 

Through multi-year advisory and implementation support, CDM Smith helped Chicago move from planning to action on lead service line replacement. The work established a comprehensive LSL inventory, launched Phase I successfully, and enabled multiple targeted pilot programs addressing equity, vulnerable populations and construction methods. Funding secured through federal and state programs allowed the City to advance replacement efforts while supporting low-income homeowners. Together, these efforts created a scalable, community-informed framework that continues to guide Chicago’s progress toward a safer, lead-free water system.
