Lead in Drinking Water

Advancing an equitable, citywide lead service line replacement program

DC Water launched its Lead-Free DC program to address aging infrastructure and reduce risks associated with lead service lines across Washington, DC. The program required rebuilding systems, improving data accuracy, and engaging communities to ensure equitable access to safe, high-quality drinking water. To support this effort, CDM Smith and Ramboll provide program and construction management services, helping transform an outdated system into a modern, efficient operation. Early challenges included incomplete service line data, ineffective management systems, and the need for a large-scale public outreach campaign to drive participation and awareness.

Rebuilding program systems efficiently

The team reestablished the lead service line replacement program by improving workflows, developing structured workplans, and creating a strong foundation for large-scale delivery.

Enhancing data accuracy and visibility

Extensive data analysis corrected inventory gaps and strengthened service line records, enabling better decision-making and improving program transparency.

Deploying integrated digital solutions

Advanced tools including GIS, dashboards and mobile platforms support real-time tracking, streamline reporting, and allow stakeholders to monitor progress effectively.

Driving community outreach initiatives

A multi-channel outreach strategy including canvassing, customer service, multilingual materials and media campaigns builds trust, increases participation, and supports equitable service delivery.

Construction progressed following planning, permitting, and contract development, supported by improved systems and strong coordination. Enhanced data tools and integrated workflows continue to streamline delivery while improving transparency and communication with stakeholders. Continuous outreach and engagement efforts are helping drive participation and build trust across communities. Together, these efforts support safer drinking water outcomes while strengthening infrastructure performance and long-term reliability across the service area.
