Creating a pedestrian corridor space that serves many needs 

Through a collaborative effort among the Lowell Regional Wastewater Utility, the City of Lowell, UMass Lowell and the ACTION Neighborhood Group, CDM Smith helped transform Decatur WAY into a green alley designed to capture stormwater and allow it to infiltrate into the ground before entering the city’s combined sewer system. The corridor now serves as a key pedestrian connection within the Acre neighborhood while also functioning as an outdoor art gallery.  

Integrated stormwater management 

 Our team designed a walkway using precast pervious concrete, supported by infiltration basins and rain barrels to capture and manage rainwater within the narrow urban alley. 

Infrastructure enhanced by art 

The project incorporates poetry, murals, and artwork created by local schools and a professional artist, as well as interactive sidewalk art that appears only when it rains. 

Connecting infrastructure and public space 

An 85-foot-long custom steel arbor marks the entrance to the linear park, serving as a distinctive gateway that celebrates public art, showcases green stormwater infrastructure and invites visitors into the landscape.

Site and community amenities 

The space includes seating walls, benches, and interpretive signage all designed to make the area comfortable and welcoming for the community. 

Our design and delivery of green infrastructure, stormwater systems, and the pedestrian corridor helped bring the project to life. CDM Smith contributed stormwater management and sustainability expertise, helping elevate the project’s overall impact and community benefit.
