The project converts existing lime-softening systems at two plants to nanofiltration, a proven technology capable of removing PFAS to meet regulatory requirements.
Broward County identified PFAS compounds in the raw and finished water at its District 1A and 2A water treatment plants, which rely on lime-softening processes that cannot meet newly enacted EPA PFAS maximum contaminant levels. With compliance required by April 2031, the County initiated a multi-phase program to convert treatment processes to nanofiltration and improve interconnectivity between service areas to ensure reliable water supply.

A new interconnect pipeline, approximately six miles long, strengthens water supply resilience between District 1A and 2A service areas.
CDM Smith leads structural and key process-mechanical scopes at WTP 1A and injection/concentrate systems at both sites.

Through a phased engineering approach, Broward County is positioning its water system to comply with EPA PFAS regulations by April 2031, while maintaining operational reliability across its service areas. The program integrates advanced nanofiltration membrane treatment, improved transmission infrastructure, and closely coordinated multidisciplinary design to address both regulatory and system resilience needs. As the project advances through design and implementation, it will enable Broward County to consistently achieve PFAS levels below detection limits, meet compliance requirements based on running annual averages, and strengthen operational flexibility if individual treatment facilities are taken offline.
