Here, sustainability is not an abstract aspiration, but is structurally embedded within the project. A key element is that environmental requirements and measures are incorporated as binding clauses into the contractors’ contracts. This means that nature conservation and soil protection measures are not ‘additional services’, but an integral part of the scope of works. This strengthens the role of environmental construction supervision within the project. When measures are contractually fixed, they can be consistently enforced. Furthermore, the focus on sustainability is also evident at an organisational level: hybrid meeting formats are accepted from the outset and make it possible to flexibly involve additional specialist colleagues as required – without unnecessary travel and while using resources efficiently.

A clear example is the approach to preparatory work. Even during preliminary surveys – such as those for unexploded ordnance – particularly gentle methods were used to minimise disturbance to the ground as much as possible. Furthermore, the project developer, IBA Hamburg GmbH, is actively promoting sustainability. From the very start of our collaboration, it was clear that environmental and nature conservation aspects were not simply ‘something to be taken into account’, but rather an integral part of the project’s philosophy. This is also evident in the project’s structure: In addition to green roofs, high energy standards, a district heating concept based on renewable energy and solar power, extensive compensation and nature conservation areas are planned – partly within and partly outside the project area. This highlights a commitment not only to offset ecological impacts, but to actively enhance them.

The key lies in considering both aspects together right from the start. Sustainable spatial structures were taken into account right from the planning stage. For instance, the development plan provides for around 16 hectares of compensation areas within the site; in addition, around 62 hectares outside the project area have been set aside for nature conservation purposes – bringing the total to around 70 hectares. Furthermore, a so-called ‘blue-green corridor’ runs through the neighbourhood: a green and water axis featuring water features and open spaces connects the different sections of the area. This element simultaneously fulfils ecological functions, promotes biodiversity and creates high-quality recreational spaces for future residents. What matters most is the underlying approach: in every phase of the project, urban development and nature conservation are weighed up against one another. Where necessary, decisions are deliberately made in favour of ecological considerations – even if this entails higher costs. The value of nature is recognised here as being of equal importance.

Our environmental construction supervision begins with a comprehensive review and assessment of all relevant planning and approval documents, including environmental provisions and the landscape conservation management plan. From this, we identify restrictions, protection and mitigation measures, and ensure that these are incorporated into the tender and contract documents for the construction companies. During the construction phase, we provide technical support for the measures and monitor their implementation. Furthermore, we play a key role in facilitating communication within the project – between the client, contractors, specialist planners and the authorities. The added value of our work therefore lies not only in the legally compliant implementation of environmental requirements, but also in active quality assurance: we ensure that the neighbourhood’s ambitious sustainability targets are actually reflected on the construction site and consistently implemented.
