Mike Shourds joins CDM Smith as a delivery director

CDM Smith is pleased to announce that Mike Shourds has joined the firm as a delivery director. He brings 33 years of experience leading complex, high-risk infrastructure programs and projects for public, federal and industrial owners. In his new role, he will oversee and support design-build projects and integrated project delivery.

Shourds has a proven record of delivering multi-year, multi-project portfolios totaling more than $4.18 billion across water and wastewater treatment, conveyance systems, secure and mission-critical facilities, military aviation infrastructure, bulk fuel systems and heavy industrial projects. In his previous role, he led his team to secure a position on the Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) Global Petroleum, Oils and Lubricants (GPOL) 5-year IDIQ Multiple Award Construction Contract—originally valued at $800 million—and later won a seat on the $880 million recompete. As the program continued to grow, the contract ceiling was ultimately increased to $895 million. Additionally, his team secured a position on the Air Force Civil Engineer Center (AFCEC) GPOL Multiple Award Construction Contract, a global fuels infrastructure vehicle with a total capacity of $2.5 billion.

He also served in a key leadership role as part of a joint venture on the USACE Omaha District Rapid Response IDIQ Multiple Award Task Order Contract, delivering time-critical Hazardous, Toxic and Radioactive Waste (HTRW) remediation and emergency infrastructure support. Performance on that program—along with strong recommendations from USACE leadership—helped his team to win its first AFCEC GPOL contract.

Shourds attended the University of Montana, and completed the UA Plumbers and Pipefitters Apprenticeship, earning Journeyman Steamfitter/Plumber status. He has completed the USACE Construction Quality Management for Contractors training, OSHA 30‑Hour Construction, EM 385‑1‑1 40‑Hour Certification, Confined Space Rescue Technician – Level II, Competent Person Certifications (Scaffold, Excavation, LOTO, Rigging and Lifting, Confined Space) and First Aid/CPR/AED.
