TxDOT advanced a consensus-driven multimodal transit plan
Texas transit systems provided nearly 230 million trips each year, yet rapid population growth, changing demographics, and emerging technologies were reshaping mobility needs statewide. To prepare for these shifts, TxDOT launched its first-ever Statewide Multimodal Transit Plan (Texas SMTP 2050) which integrated existing transit services, identified gaps and emerging markets, and aligned transit investments with federal funding opportunities.
Assessing needs, gaps, and future demand
The team evaluated existing systems, plans, demographics, growth trends, and travel markets to identify unmet needs and emerging transit opportunities.
Engaging stakeholders across Texas
CDM Smith led a comprehensive engagement program with transit agencies, MPOs, advisory committees, and the public to build statewide alignment.
Developing actionable strategies and funding paths
The plan defined priorities, performance measures, capital and operating needs, and funding options to guide future transit investments.
Texas SMTP 2050 was developed through an 18-month planning and engagement process that included more than 2,900 public survey responses, engagement with over 2,000 Texans at in-person events, statewide digital outreach, and coordination across all 25 TxDOT districts. The plan built on existing local and statewide efforts to improve connectivity, address congestion, and support economic development. After completion, it served as TxDOT’s long-term investment guide and was advanced to the Transportation Commission for review and adoption, helping shape a safe, accessible, and integrated transit network for Texans through 2050.
