Coordinating policy, science and contracting

PFAS contamination sites require rigorous investigation, consistent remedies, and strong alignment with CERCLA enforcement expectations. To support EPA Regions and federal facility cleanups, OSRE pairs updated PFAS policy guidance with enforcement-ready contracting. Under OSRE’s Site Remediation Enforcement Support blanket purchase agreement (BPA), CDM Smith provides technical and legal support that helps translate PFAS guidance into site-level action.

Advance CERCLA-compliant investigations

CDM Smith supports RI/FS scoping for PFAS sites, helping define nature and extent, operable units and cleanup pathways consistent with OSRE guidance.

Apply updated PFAS disposal guidance

CDM Smith’s team implements EPA’s 2024 interim destruction and disposal guidance, supporting evaluation of lower-release options and required OTM-50 testing.

Standardize PFAS analytics and QA

CDM Smith applies best-practice methods such as EPA Method 1633 and TOP assay to strengthen data quality, CSM development, and remedy decisions.

Mobilize quickly via OSRE BPA

Through the OSRE BPA, CDM Smith can be mobilized rapidly to support EPA Regions with technical, regulatory and enforcement-focused remediation services.

EPA’s updated PFAS destruction and disposal guidance improves technology selection and equity screening, while CERCLA scoping clarifies data needs and operable unit strategy. With the OSRE BPA, CDM Smith deploys specialized teams to translate policy into actions, from PFAS investigation plans to disposal evaluations, that reduce community risk and speed decisions.
