As Miami confronted worsening flooding from extreme rainfall, tidal events, and rapid redevelopment, the city needed a comprehensive plan to protect its neighborhoods. Miami partnered with CDM Smith to update its stormwater strategy to guide long-term flood protection and resilient infrastructure.

SWMM models tested rainfall, tidal surges, and sea level rise to find vulnerabilities and guide adaptive stormwater design.
Workshops captured community knowledge, helping build trust through transparent, multilingual engagement.
A multi-tiered CIP proposed exfiltration systems, recharge wells and pumps to support long-term resilience.
With more than 200 miles of exfiltration, shoreline improvements, recharge wells, and new pump stations proposed, the plan positions the city to secure grants and guide phased implementation. As Mayor Frances X. Suarez noted, “This is the beginning of having a comprehensive plan to answer that question in the affirmative,” reinforcing Miami’s commitment to safeguarding its future.
