Alisha Smith has more than 26 years of experience in the AEC industry which helps her advance the vision of the Town Center Community Improvement District. Through strategic planning, she is able to lead infrastructure and place-making projects that address multi-modal transportation and quality of life needs for the district. These projects are then folded into county-wide improvements that create regional impacts. Smith oversees the TCCID’s portfolio of projects and collaborates with community stakeholders and local and federal agencies to ensure these investments are managed wisely and achieved on time. Her project diversity experience ranges from transportation, infrastructure and planning studies to parks, trail networks, community involvement, and grant writing. In addition, Alisha oversees the Town Center Alliance, 501c-3, project portfolio and joint initiatives.
Adriana Kocovic is the Director of Green Infrastructure Design and Construction at the New York City Department of Environmental Protection. She joined the unit in 2014, just as the city's Green Infrastructure (GI) Program was gaining momentum to meet the requirements of the New York State Combined Sewer Overflow Consent Order. In her role, Adriana has led the implementation of Green Infrastructure across the public right-of-way, coordinating closely with numerous city agencies, private utilities, and community stakeholders. As of 2025, more than 16,000 GI assets have been constructed throughout New York City.
Clint Moore is the Assistant City Manager for the City of Florence, South Carolina in the Planning, Research and Development services. Clint earned his Bachelor of Science degrees in Construction Management and Town, City, and Regional Planning from Appalachian State University. Following his undergraduate studies he earned his Master of Landscape Architecture from North Carolina State University. Prior to moving to Florence, Clint worked for a Landscape Architecture and Land Planning firm in Asheville, NC. Clint has been with the City of Florence for eleven years and is responsible for the departments within Development Services, as well as special projects.
Virginia A. Roach, PE, PMP, BCEE is a civil/environmental engineer with 40 years of experience and specializes in developing stormwater management strategies and resolving combined sewer overflow (CSO) and wastewater issues for municipal and private clients throughout the United States. She is a national leader in green infrastructure planning and design and was a contributing author to WEF’s Green Infrastructure Implementation Manual, as well as WEF’s Design of Urban Runoff Controls Manual of Practice.
