Ying Tan
Ying Tan has 15 years of experience in water quality management, lead risk reduction, federal grants administration, and regulatory compliance under the Safe Drinking Water Act. She is highly skilled in program management, data analysis, and the development of decision-support tools that drive effective environmental and public health strategies.
Ying specializes in designing and executing outreach, training, and communication initiatives tailored to diverse stakeholder groups. She has successfully led large-scale grant programs and facilitated multi-agency partnerships to promote public health protection. Her technical background spans federal grants management, water quality monitoring, corrosion control, and the application of scientific methods to improve environmental outcomes.
Ying is inspired by assisting in environmental and public health protection, particularly with vulnerable populations. One of her most rewarding experiences was leading the Environmental Protection Agency’s Voluntary School and Child Care Lead Testing and Reduction Grant, a nationwide initiative aimed at minimizing children’s exposure to lead in drinking water.
“Our efforts reached nearly 9 million children,” Ying reflects, “and the potential health benefits are truly immeasurable.” She also takes pride in contributing to the development of the EPA’s Reducing Lead Strategies Plan (2022-2026) and the Lead and Copper Rule Improvements (LCRI), both instrumental in advancing lead reduction policies across the country.

I enjoy collaborating with dedicated experts at CDM Smith to make a positive impact in diverse communities.
