Integrated National Parking Strategy
The QPMP aligns with Qatar’s major transportation and development strategies to create a unified framework for parking planning, mobility integration and sustainable urban development.
CDM Smith supported the Ministry of Transport in developing the Qatar Parking Master Plan (QPMP), a comprehensive strategy to guide parking planning, management and policy development across the State of Qatar. The project integrated transportation planning, parking demand forecasting, policy analysis and smart mobility strategies to support Qatar National Vision 2030. Through extensive technical studies and stakeholder coordination, the team developed a future-ready framework for efficient parking supply, governance, and technology-enabled parking regime.

The master plan incorporates technology-enabled tools including GIS platforms, forecasting systems and parking management information systems to support data-driven parking operations.
CDM Smith developed parking policies, regulations and management strategies addressing parking accessibility, pricing, PPP (Public–Private Partnership), enforcement and multimodal transportation integration.
The project evaluated future parking demand and supply conditions across major metropolitan areas to support efficient, safe and accessible parking infrastructure through 2030 and beyond.
CDM Smith developed the Qatar Parking Master Plan (QPMP) for the Ministry of Transport and Communications – Land Transport Planning Department (MOT-LTPD) to support the long-term planning and management of parking infrastructure across the State of Qatar. The QPMP was developed in alignment with Qatar National Vision 2030 and integrated with key national transportation strategies, including the Transportation Master Plan for Qatar (TMPQ), the Qatar Trip Generation and Parking Rates Manual (QTGPRM) and the Qatar Freight Master Plan (QFMP). The project established a comprehensive framework to guide parking supply, demand management and smart mobility initiatives across the country.
The QPMP was developed through a structured, multi-stage process that included assessment of existing parking conditions, forecasting future parking demand, policy evaluation and development of pricing and enforcement strategies. CDM Smith provided transportation planning, policy advisory and technical expertise across all stages of the project, integrating planning, design, modelling and operational considerations into a unified strategy. The final master plan addresses parking planning, parking management, financing, accessibility, design standards, park-and-ride facilities and parking governance and regulations for metropolitan areas including Greater Doha, Al Khor and Al Wakra. The project also introduced technology-enabled tools such as GIS portals, parking management information systems, and forecasting tools to support implementation and long-term operations. Together, these solutions provide Qatar with a future-ready framework for safe, efficient and integrated parking management.
