Study to identify and assess priority bus measures for Qatar’s public transport network

CDM Smith delivered a comprehensive study to improve bus operations and journey time reliability across Qatar’s public transport network. We analyzed existing and future conditions, reviewed global best practices, evaluated corridor performance and prepared cost-benefit assessments. The assignment concluded with final recommendations and an implementation-ready framework. 

Improved journey time reliability 

The study identified priority corridors and operational enhancements that reduce delays, improve schedule adherence and support faster, more reliable bus travel. These improvements aim to make public transport a more attractive option for daily commuters. 

Global best practice benchmarking 

CDM Smith reviewed leading international bus priority programs to identify strategies adaptable to Qatar. This ensured that proposed measures align with proven global approaches while meeting local mobility needs. 

Robust economic and operational assessment 

A detailed evaluation, including preliminary costing and cost-benefit analysis, helps the Ministry of Transport prioritize interventions that deliver the greatest value, operational efficiency and long-term ridership benefits. 

Actionable framework for implementation 

The final deliverables include corridor assessments, priority measures, best practice guidelines and implementation recommendations supported by site visits and stakeholder engagement, ensuring practical application across Qatar’s public transport system.

The Ministry of Transport engaged CDM Smith to conduct the Qatar Bus Priority Measures Study, aimed at strengthening the efficiency, reliability and attractiveness of Qatar’s bus network. The 8-month assignment involved 18 specialists across public transport planning, modeling, operations and transport economics. We assessed existing and future public transport conditions, reviewed global best practices and identified corridors where priority measures can meaningfully reduce delays and enhance service quality. Tasks included developing a comprehensive database of bus priority options, validating network performance, defining internationally aligned measures, evaluating their cost and benefits, and preparing final recommendations for implementation. The study also incorporated international site visits to benchmark successful transit systems. Outcomes will support increased ridership, reduced congestion and more reliable travel throughout Qatar.
