CDM Smith is working with the Ministry of Transport (MOT) to update Qatar’s Bicycle Master Plan through detailed data collection, network assessments, policy analysis, planning and design guidelines development and future-focused planning. The team is developing schemes, appraisal frameworks and final recommendations that integrate emerging technologies and support safe, seamless and accessible mobility for all users.
The plan establishes a sustainable, technology-enabled framework for managing bicycle and micromobility networks. It removes operational barriers, aligns with national policies and ensures continuity with recent MOT master plans to promote safe, accessible and integrated mobility for all communities.
CDM Smith conducted extensive surveys, inventories and condition assessments to identify gaps, safety issues and improvement opportunities. This analysis supports robust scenario planning and ensures that the recommendations are grounded in real-world user needs.
The master plan prioritizes community wellbeing, accessibility, consistent design standards and the removal of network barriers. It supports Qatar’s National Vision by promoting healthier lifestyles and providing sustainable travel choices across the country.
The project delivers clear strategies for phased implementation, investment prioritization and long-term monitoring. This ensures MOT has a practical roadmap to deliver and sustain a high-quality bicycle and micromobility network.
The MOT appointed CDM Smith to update the Qatar Bicycle Master Plan, advancing the nation’s vision for safe, accessible and technology-ready active mobility. The plan addresses current and future needs of bicycle and micromobility users while integrating with MOT’s recent master plans. CDM Smith is delivering a structured program across seven stages, including literature review, extensive data collection, existing and future conditions analysis, scheme development and final master plan recommendations. The work identifies physical and operational barriers, develops standards and guidelines, and supports policy consistency across the network. We are also preparing implementation and monitoring strategies to guide long-term delivery along with the supporting governance framework. Specialist sub-consultants—including IPSOS, Kittelson & Associates and Sunovatech—are supporting surveys, evaluation tools, future conditions modeling, graphics and 3D visualization. The project strengthens Qatar’s commitment to sustainable, community-oriented mobility.
