Design Engineering Consultant for Environmental Impact Assessment 

CDM Smith, as Design Engineering Consultant (DEC), supported the Environmental Impact Assessment (EIA) delivery for Qatar’s western area infrastructure program, coordinating multi-disciplinary inputs, environmental studies and regulatory submissions to enable timely approvals.

Design engineering consultancy support for coordinated EIA delivery and approvals

As DEC, CDM Smith coordinated environmental studies and technical design inputs to support the EIA documentation across multiple task orders. We integrated engineering, environmental and planning disciplines to identify potential impacts, assess constraints and develop mitigation strategies aligned with regulatory requirements. Structured workflows and centralized information management strengthened submission quality, consistency and approval readiness.

Coordinated EIA

Multi-disciplinary collaboration ensured environmental considerations were embedded within infrastructure design. Spatial constraints, utilities, drainage and road layouts were reviewed alongside environmental sensitivities to support accurate impact identification and mitigation planning. 

Regulatory documentation and submission support  

We prepared and coordinated technical inputs for EIA reports, ensuring alignment with local regulatory requirements and submission standards. 

Quality assurance and compliance  

Structured review processes enhanced the consistency and defensibility of environmental documentation, reducing rework and supporting efficient regulatory review. 

Integrated stakeholder coordination  

Close collaboration with Ashghal and approving authorities supported transparent communication, timely responses to queries and streamlined approvals. 

Our scope of work includes coordinating environmental studies, integrating engineering inputs into impact assessments, and supporting preparation of approval documentation across concurrent road and infrastructure packages. By embedding environmental considerations within design development, we strengthened impact identification, mitigation planning and regulatory compliance. Structured coordination and review processes improved submission quality and supported timely approvals. Through our DEC role, we enhanced environmental governance and approval certainty across a complex, large-area infrastructure program.
