Program management and supervision for Qatar’s Phase 1 flood mitigation works 

CDM Smith supported Ashghal with accelerated delivery of Phase 1 flood prevention works across Doha and surrounding municipalities. The team provided program management, design review, quantity surveying and construction supervision for 10 network contracts and a deep-well drilling package, ensuring rapid implementation ahead of the rainy season. 

Rapid delivery under stringent timelines 

Ashghal required all mitigation measures to be delivered in under 10 months. CDM Smith established a dedicated program office and 10 site offices to expedite the review, coordination and construction supervision, enabling fast-track delivery across widespread project locations.

Extensive stormwater and groundwater solutions 

The program delivered major infrastructure including 78 km of pipelines, 4 km of micro-tunnelling, 21 deep injection wells, lagoons, geocells and extensive drainage connections. Solutions addressed surface flooding and Qatar’s rising groundwater table. 

Complex stakeholder and utility coordination  

We managed interfaces with Qatar Rail, Expressways Department, utility owners and the Ministry of Municipality and Environment. We reviewed over 200 traffic diversions and coordinated land acquisition where alignments extended beyond existing rights-of-way.

Adaptive response to supply chain challenges 

During regional border closures that disrupted material supply, we sourced and approved alternative materials, including the innovative use of slag for pipe bedding, ensuring uninterrupted progress during critical construction phases. 

Following severe flash flooding in November 2016, Ashghal launched an intensive program to deliver flood mitigation works across 179 hotspots throughout Doha and surrounding municipalities. With less than 10 months before the next rainy season, CDM Smith provided program management, design review, quantity surveying and construction supervision for 10 drainage network packages and a deep injection well contract. Works included 78 km of pipelines, 53 km of gully connections, micro-tunnelling, connections to existing drainage networks, deep injection wells and large-scale reinstatement works. We established a program office within Ashghal and deployed teams across 10 site offices to fast-track reviews, permitting, stakeholder coordination and construction oversight. We resolved major challenges, including complex utility interfaces, extensive traffic diversions, community impacts, and regional material shortages. The program successfully delivered resilient stormwater and groundwater management solutions across the capital.
