Willowbank Industrial Area Business Case
Economic Development Queensland (EDQ) is the Queensland Government land developer responsible for delivering residential and industrial developments through Queensland. EDQ engaged CDM Smith Economics Team to assist in the preparation of the business case for Stage 1 of the Willowbank Industrial Area located west of Brisbane along the Cunningham Highway. The Willowbank Industrial Area is strategically located within South East Queensland western gateway on one of the two National Highway connections into SEQ. The Willowbank Industrial Area is targeted at large scale industrial enterprises requiring sites of between one and twenty hectares.
CDM Smith prepared two key pieces of work to support the business case, comprising an economic contribution study and cost benefit analysis. The economic contribution study estimates the economic contribution (or stimulus) associated with various phases of development within Stage 1 of Willowbank Industrial Area, including civil construction and engineering works, factory/warehouse construction and plant and equipment fit out, and finally ongoing operation of industrial enterprises. The economic contribution study reports the contribution to gross regional product and employment of different phases of Stage 1’s development and operation.
The cost benefit analysis assessed the net economic benefit of the development and delivery of Stage 1 of the Willowbank Industrial Area consistent with the Queensland Government’s Project Assurance Framework and Infrastructure Australia best practice guidance.
