Delivering design-build oversight for one of Doha's largest drainage tunnel projects 

CDM Smith served as the Engineer's Representative for the Abu Hamour (Musaimeer) Surface and Ground Water Drainage Tunnel Phase 1 project, providing design review, contract administration and construction supervision services on behalf of the Public Works Authority (Ashghal). Working within a design-build delivery framework, the team oversaw complex tunneling, shaft construction and microtunneling works while managing stakeholder coordination, technical reviews and project controls. Through proactive engineering oversight and innovative construction solutions, CDM Smith helped deliver critical drainage infrastructure safely, efficiently and ahead of schedule.

Large-Scale Underground Infrastructure

The project included a 9.5-kilometer drainage tunnel, 25 access shafts, multiple adits and microtunneled connections designed to serve a catchment area of approximately 190 square kilometers. 

Design-Build Project Leadership

CDM Smith provided independent design review, contract administration and construction supervision, ensuring compliance with project requirements and successful delivery of critical infrastructure. 

Complex Stakeholder Coordination

Extensive coordination with government agencies, utility providers and contractors supported successful delivery within a dense urban environment. 

Innovative Construction Solutions

The first Tunnel Boring Machines (TBM’s) were launched in Doha, Qatar. The team implemented innovative cut-off wall solutions that significantly reduced dewatering requirements, accelerated construction, and generated substantial cost and schedule savings. 

The Public Works Authority (Ashghal) appointed CDM Smith to provide post-contract professional consultancy services for the Abu Hamour (Musaimeer) Surface and Ground Water Drainage Tunnel Phase 1 project, a key component of Doha's long-term stormwater management strategy. Designed to connect existing drainage networks to future pumping station and marine outfall infrastructure, the tunnel system serves a catchment area of approximately 190 square kilometers and manages peak flows of up to 20 cubic meters per second. Delivered under a design-build model, the project required comprehensive technical oversight of design, construction and stakeholder coordination activities.

As Engineer's Representative, CDM Smith reviewed and independently verified the contractor's detailed design, administered the construction contract and supervised all site activities. The project included a 9,528-meter main tunnel excavated using two Earth Pressure Balance Tunnel Boring Machines, 25 access shafts, sequential excavation method (SEM) tunnels, microtunneled pipeline connections and a deep cut-off wall system. The team also managed quality assurance, health and safety compliance, scope changes, progress monitoring and coordination with utilities and public agencies. Through value engineering and innovative construction approaches, including a cut-off wall solution that dramatically reduced dewatering requirements, CDM Smith helped accelerate project delivery, reduce costs and minimize environmental impacts. The completed infrastructure provides a critical component of Doha's drainage network and supports the city's continued growth and resilience. One of the main features included the launch of first Tunnel Boring Machines (TBM’s) in Doha Qatar and awarded the Best Tunnelling ENR project in 2017 and officially named Best Water/ Wastewater project in 2017 globally.
