Dubai Roads & Transport Authority appointed CDM Smith to enhance key intersections and corridor operations along Hessa Street and Al Qudra Road, a rapidly developing region serving more than a dozen residential and mixed-use communities with a projected population of nearly 311,000 by 2030. We analyzed community accessibility, pedestrian and cyclist circulation, pavement conditions and environmental concerns including noise and visual impacts. We applied a structured methodology that included coordination with key developers, updating land use data, disaggregating traffic zones and coding development access points. Multiple geometric options for 2025 and 2030 were developed and evaluated using detailed traffic modelling to ensure acceptable levels of service. Mitigation measures were proposed for various planning horizons, and cost-share analysis were completed to allocate responsibilities. The scope encompassed preliminary study, detailed design, value engineering, safety audits, tendering services and construction supervision.
